Avon Street and Charlotte Street car parks in Bath become pay-on-foot. 06/04/2006 The Pay-on-Foot system will go live at Avon Street and Charlotte Street car parks in Bath on Monday 10 April and will replace the former Pay and Display system. The Pay-on-Foot system requires car park users to pay for their parking on return to their vehicles, and they will be charged for the length of time they have been parked in the car park. This system will therefore remove the possibility of car park users receiving a Penalty Charge Notice for failing to display a valid parking ticket or over-staying at the car park. New pay stations are provided and these will allow for payment by coins and notes as well as debit and credit cards. The machines will give change. Currently blue badge holders are exempt from parking charges at Charlotte Street and Avon Street car parks, as the existing pay and display machines do not conform to Disability Discrimination Act standards with regard to wheelchair access. As the new Pay-on-Foot system will comply with current regulations for wheelchair access, blue badge holders will no longer be exempt from parking charges at Avon Street and Charlotte Street car parks. However, blue badge holders will still be able to park free in the existing disabled parking bays near the Charlotte Street entrance to Charlotte Street car park, as these spaces will be able to be accessed from the Charlotte Street entrance end without passing through the new entry barriers. At Avon Street blue badge holders will also no longer be exempt from parking charges, but free disabled parking will still be available at Manvers Street and Ham Gardens car parks.
